The pipe layer places pipe for storm or sanitation sewers, drains, and water mains. He/she may perform any combination of the following tasks: grade trenches or culverts, position pipe, or seal joints. The pipe layer may operate hand and power tools of all types: air hammers, earth tampers, cement mixers, small mechanical hoists, surveying and measuring equipment, and a variety of other equipment and instruments. The pipe layer may clean and prepare sites, dig trenches, set braces to support the sides of excavations, erect scaffolding, place environmental fabric, flag traffic, clean up rubble and debris, and remove asbestos, lead, and other hazardous waste materials.

ESSENTIAL FUNCTIONS:

  • Prepares the construction site for pipe placement. This includes checking slopes for conformance to requirements, using levels or lasers.
  • Signals equipment operators to facilitate alignment, movement, and adjustment of machinery, equipment, and materials.
  • Digs ditches or trenches, backfill excavations, and compact and level earth to grade specifications, using picks, shovels, pneumatic tampers, and rakes.
  • Cuts pipes to required lengths.
  • Positions, joins, aligns, connects and seals pipe pieces to joints and other structural components, such as concrete wall sections.
  • Install or repair sanitary or storm water sewer structures or pipe systems.
  • Measures, marks, and records openings and distances to lay out areas where construction work will be performed.
  • Loads, unloads, and identifies building materials, machinery, and tools, and distributes them to the appropriate locations, according to project plans and specifications.
  • Erects and disassembles scaffolding, shoring braces, traffic barricades, ramps, and other temporary structures.
  • Performs other tasks as assigned.
  • Performs all tasks in a safe and efficient manner.
  • Other duties as assigned.
Experience

Education and/or Work Experience Requirements

  • Demonstrated ability to perform fine grade accuracy in finish grade work.
  • Possession of a valid state-issued driver’s license.
  • Ability to listen to and understand information and ideas presented through spoken words and sentences.
  • Must be able to follow verbal directions.
  • Ability to discern if there is a problem and to communicate the problem to his/her supervisor.

Physical Requirements

  • Ability to maintain regular and punctual attendance.
  • Ability to perform physical activities that require considerable use of the arms and legs and moving the whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials.
  • Ability to lift and carry up to 50 pounds regularly and lift up to 100 pounds occasionally.
  • Ability to perform without fatigue high-intensity physical demands such as shoveling, raking, and climbing.
  • Ability to quickly and repeatedly adjust the controls of a machine or a vehicle to exact positions.
  • Ability to climb ladders and steps. Must be able to climb into confined spaces and be able to move his/her body and extremities while manipulating structures within the trench or hole.
  • Ability to walk and traverse on undeveloped and uneven terrain.

Work Environment: The pipe layer routinely works in uneven and undeveloped terrain with high-level noise, dirt and dust, and in extremes of weather conditions.

Work Schedule: Though work is weather-dependent, normal work weeks are Monday – Saturday, up to 12 hours per day.

Driving Requirements: Travel using a company vehicle is regularly required. A driving record that meets HSBLLC insurance company requirements as outlined in HSBLLC’s Vehicle and Heavy Equipment Safety Plan must be maintained.

FLSA Overtime Status: Non-Exempt (hourly) employee. Overtime is paid after 40 hours per week at 1.5 times the hourly rate.

Qualifications

The Pipe Layer Superintendent is responsible for managing operations, crews and equipment in order to create a profitable, efficient, and safe project.  Work is performed in accordance with the instructions received by the general manager and project manager.  The superintendent is expected to carry out the assignments free of direct supervision but may refer major problems or complicated situations to the supervisor at the first sign of trouble.  Work is reviewed by observing on-site results, profit and other HSBLLC statements, and by analyzing equipment and maintenance costs.

ESSENTIAL FUNCTIONS:

  • Supervises personnel in an efficient and safe manner.
  • Ensures that materials and equipment needed for the day’s work are on-site prior to starting work.
  • Operates all equipment with fine grade capabilities. Primarily operates excavators, graders, and bulldozers, but will operate rollers, pans, backhoes, off-road trucks, track trucks, wheel loader or other heavy equipment as needed.
  • Checks equipment daily for damage or wear and makes sure that all safety equipment is working. Assists and performs lubrication on equipment.
  • Performs work in a safe and efficient manner. Able to operate equipment without damaging equipment or ground personnel.
  • Keeps equipment clean. Removes trash and sweeps cab daily.
  • Completes Daily Reports each day.
  • Attends all training and certification classes as directed by the general manager.

ADDITIONAL RESPONSIBILITIES:

  • Assists other personnel when there is no need for heavy equipment operation.
  • Assists in training other personnel.
  • Performs related work as required.
Experience

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience in underground utility work: water, sewer, and storm. Experience in earth-moving public-works construction.
  • Able to manage a project in a profitable, safe, and efficient manner.
  • Experience in managing crews and projects. Ability to direct the work of each crew member in tasks related to public works construction.
  • Experience in managing materials for projects. Ability to supervise the crew to load and deliver materials prior to starting the day’s work. The superintendent should have a clear idea of upcoming work so that he/she is aware of material inventory necessary for the work to come.
  • Thorough operational knowledge and skills of specific equipment to be operated to support a variety of operations in public works construction.
  • Ability to coach crew members in the operational knowledge and skills of specific equipment to be operated to support a variety of operations in public works construction.
  • Thorough knowledge of safe equipment operation in all earth-moving tasks with emphasis in utility construction.
  • Ability to work around existing underground and overhead utilities without damaging them.
  • Ability to service the assigned equipment to ensure maximum operating efficiency.
  • Ability to keep accurate record of time spent and material used.
  • Adherence to safe work practices and procedures.
  • Ability to coach crew members in safe work practices and procedures.

EDUCATION & EXPERIENCE

  • A minimum of 5-years’ experience in managing crews and projects.
  • A minimum of 3-years’ experience on heavy road equipment.
  • Demonstrated ability to perform fine grade accuracy in finish grade work.
  • Possession of a valid state-issued driver’s license.

Comprehension, Problem Solving and Communication

  • Ability to follow verbal directions
  • Ability to request information and supervisory help when needed
  • Ability to communicate job requirements with other operators.

  • Ability to lift 25 – 50 pounds regularly

FLSA Overtime Status: This is an Exempt (salaried) position. Weekly salary is paid as long as superintendent works each day.  Missed days are paid with PTO.

The heavy equipment operator operates and maintains heavy, motorized equipment used in earth moving and utility operations in a safe and efficient manner.  Work is performed in accordance with the instructions received by a foreman, and the employee is expected to carry out the assignments free of direct supervision, except for the more complicated jobs.  The employee is expected to perform minor servicing and maintenance or refer major problems to the supervisor at the first sign of trouble.  Work is reviewed by observing results, equipment conditions, and by analyzing equipment and maintenance costs. 

ESSENTIAL FUNCTIONS:

  • Operates heavy highway equipment such as excavators, graders, and bulldozers, rollers, pans, backhoes, off-road trucks, track trucks, wheel loader or other heavy equipment as needed.  
  • Checks equipment daily for damage or wear and makes sure that all safety equipment is working.  Assists and performs lubrication on equipment.   
  • Performs work in a safe and efficient manner.  Able to operate equipment without damaging equipment or ground personnel.  
  • Keeps equipment clean.  Removes trash and sweeps cab daily. 
  • Assists other personnel when there is no need for heavy equipment operation. 
  • May assist in training other personnel. 
  • Gathers and loads dirt and waste products from jobsites onto trucks.   
  • Operates water tanker and similar equipment for dust control and dirt compaction.         
  • Uses hand-held mobile radio units to coordinate tasks and resources.  
  • Maintains accurate logs and records.                             
  • Other duties as assigned. 
Experience

  • 1 or more years’ experience on heavy road equipment  
  • Operational knowledge and skills of specific equipment to be operated to support a variety of operations in public works construction.
